The following includes the terms that apply to the PropTech Innovation Challenge May 2025-February 2026
Geovation Challenge Competition Terms
Definitions and interpretations
Expression | Meaning |
Award | means a sum of money awarded to a Winner. |
Challenge Platform | means any third party platform used for the purpose of the Challenge |
Deadline | has the meaning set out in Clause 4. |
Entrant (including ‘you’) | means the UK registered company who has submitted an application and meets the eligibility criteria set out in these terms. |
Finalist | means the Entrant who has been selected for the Geovation Bootcamp. |
Geovation Bootcamp | means a one-day workshop held at a venue in London at which the solution proposed will tested and challenged by judges. |
Intellectual Property Rights | means any copyright and related rights, database rights, trademarks and trade names, domain names, rights in get-up, rights in goodwill or to sue for passing off, patents, rights to inventions, unfair competition rights, rights in designs, rights in computer software, rights in confidential information (including know-how and trade secrets) and any other intellectual property rights, in each case whether registered or unregistered and including all applications (and rights to apply) for, and renewals or extensions of, such rights and all similar or equivalent rights or forms of protection which subsist or will subsist, now or in the future, in any part of the world. |
Judging Criteria | means the criteria set out in these Competition Terms, together with any further guidelines posted on the Website. |
Judging Panel | means an independent judging panel appointed by Ordnance Survey and MHCLG. |
Ordnance Survey (including we, us or OS) | means Ordnance Survey Limited, whose registered office is at Explorer House, Adanac Park, SOUTHAMPTON, SO16 0AS. |
Privacy Policy | means the privacy policy at https://geovation.uk/privacy-policy/ |
Selected Finalist(s) | means the Finalists who are selected by the Judging Panel to join the Geovation Bootcamp. |
Submission | means a submission for an application, product or service posted on the Website in response to the Problem Statement (whether expressed in one individual post or comprising several posts in one or more forum threads). |
Terms of Service | means the terms of use of the Challenge Platform. |
Problem Statement | has the meaning set out in Clause 4. |
MHCLG | means the Ministry for Housing Communities and Local Government |
Website | means the Geovation website at www.geovation.uk and related pages and any Challenge Platform |
Winners | means the Selected Finalist(s) who has complied with the terms of the Geovation Challenge. |
- The Geovation Challenge

- Eligibility
2.1 The Geovation Challenge is open to Entrants who must be UK registered companies.
2.2 To take part, Entrants must register on the Website. In doing so Entrants agree to the Terms of Service, the Privacy Policy, the Website terms and these Competition Terms. The Entrant shall be required to pass the pre-requisite questions on the Challenge Platform in order to be eligible to submit a Submission.
2.3 Subject to the criteria above, the Entrant that submits a Submission which is posted on the Website after the announcement of the Problem Statement and before the relevant deadline indicated at Clause 4 below is automatically entered into the Geovation Challenge. Ordnance Survey shall not be responsible for any delay or breakdown in communications resulting in an Entrant’s Submission not being posted on the Website by the Deadline.
- Ideas and Intellectual Property
3.1 Entrants can submit one proposal per Problem Statement.
3.2 You warrant to Ordnance Survey that you own the Intellectual Property Rights in the Submission and/or have the necessary authorisations from the owners of any Intellectual Property Rights subsisting in the Submission to have it posted and entered it into the Geovation Challenge.
3.3 If using data, including open source or premium data sets of Ordnance Survey or any third party, you must comply with any licensing terms to which the data is subject.
3.4 By sharing the Submission on the Website, you are allowing judges to see your Submission and to comment on it. You should ensure that you are happy to share the information you reveal, and in particular must ensure that it is not confidential, commercially sensitive, or subject to third party Intellectual Property Rights. There are circumstances in which your publication of a Submission may prevent you from obtaining protection for related Intellectual Property Rights. We are not responsible for the actions of any third party in relation to your Submission. We suggest you seek your own legal advice if you are concerned about these issues.
3.5 Ordnance Survey does not claim ownership of Intellectual Property Rights in your Submissions. However, by submitting or posting any content on the Website, you hereby grant a non-exclusive, perpetual, irrevocable, royalty free, worldwide licence:
- to Ordnance Survey to use, copy, edit, alter, reproduce, publish, broadcast and distribute the public part of the content for and in connection with the operation of the Website and the Geovation Challenge (including for related publicity purposes); and
- to all Website users to view, use, download and print copies of the public part of the content for their own personal use and any use in connection with the Geovation Challenge, including the discussion and development of further Submissions (including where based on your Submission).
3.6 To the extent that you own any Intellectual Property Rights in a Submission, you shall release Ordnance Survey from any and all claims, demands and damages arising from or in connection with the ownership or use of such Intellectual Property Rights.

- Selection of Submissions
5.1 Following the Deadline for each Problem Statement, a Judging Panel will select a number of Submissions for presentation and discussion at the Geovation Bootcamp (each a Selected Submission). The number of Selected Submissions is subject to the number and quality of the entries and shall be determined at Ordnance Survey’s sole discretion. In addition to any further guidelines posted on the Website, the Judging Panel will select Submissions that:
- effectively address the problem posed by the Problem Statement
- will have a significant impact on delivering 1.5m homes and provides realistic quantifiable metrics to measure the impact in line with the metrics highlighted on the website.
demonstrate a good understanding of the competition that exists and how your Submission is different from the competition;
- have clear work packages to deliver a proof of concept or minimum viable product before February 2026;
- have the capability and team (including partners) to deliver the proposed Submission and its associated impact
- identify the risks and demonstrate the associated mitigations;
- make effective use of technology and good co-design.
5.2 The Entrant responsible for each Selected Submission will be invited to attend a Geovation Bootcamp as a Finalist.
5.3 Finalists will be informed of their invitation to the Geovation Bootcamp by email to the email address they have provided at least one week before the Geovation Bootcamp takes place. The names of the Finalists will be posted on the Website. The Geovation Bootcamp date shall be on the date above unless otherwise posted on the Website and Finalists are responsible for ensuring they can attend. If a Finalist is unable or unwilling to attend the Geovation Bootcamp, their Submission will be deemed as withdrawn.
- Geovation Bootcamp
6.1 Each Finalist will be invited to attend the Geovation Bootcamp which shall be a one day workshop presentation held in London at the Geovation Hub at which Finalists will present their solutions. For the boot camp, selected companies will have to present 3 presentations of 10 minutes each allowing for 20 minutes for questions. These presentations will cover technology, delivery and impact creation. OS reserves the right to make the bootcamp remote. OS reserves the right to make changes to the structure of the bootcamp by notifying selected companies in writing when then are notified of the selection.
6.2 Each Finalist must attend with at least one and no more than four team members to the Geovation Bootcamp in person. Names and roles of attendees must be communicated to Us at least 48 hours prior to the Geovation Bootcamp.
6.3 In addition to the Finalist, other individuals may be invited to the Geovation Bootcamp to enable involvement in the development of the Selected Submissions.
6.4 Attendees are responsible for all costs related to their attendance at a Geovation Bootcamp, including transport and accommodation.
6.5 The Judging Panel will choose the Winners who have demonstrated the following:
- a clear understanding of the problem and an innovative solution;
- how they will implement the Submission; and
- what value the solution can deliver to the customer within the timescale of the project;
- how they would measure and demonstrate success and impact towards the delivery of 1.5 million homes; and
- how they would demonstrate commercial viability, including how they have taken business planning factors into account; and
- the credibility of the team including partners; and the ability to work with partners to co-design the solution and embed the solution for immediate impact
- the credibility of the milestones to delivery; and
- the clarity of their financial plan.
6.7 The Winners will receive notification a week after the Geovation Bootcamp alongside a draft contract with key deliverables, amount of the Award and other commercial terms.
- Awards
7.1 The number and value of Contracts issued will be dependent on the Submissions made by the Entrants but will not exceed £100k per proposal.
7.2 Contracts will need to be agreed and signed by the deadline provided. In the event that a Contract is not agreed and signed by the deadline, the Contract shall be deemed withdrawn without liability on either party.
7.3 Winners shall be solely responsible for compliance with the Subsidy Control Act 2022 and any tax consequences of the payment of an Award under a Contract.
7.3 Payment will be made by instalments in arrears and on submission of claims as set out in the agreed Contract.
7.4 The Contract will include provisions for the clawback and / or withholding of an Award where the Contract is breached or where there is a failure to comply with the Subsidy Control Act 2022.
7.5 Applicants will have fortnightly update meeting with OS, and will commit to providing regular reports on deliverables and use of the funds. A final independent accountant’s report will be required.
- General
8.1 You agree to participate in any reasonable publicity arising from the Geovation Challenge and you agree to allow OS to use your name and photograph for such purposes.
8.2 You agree that we may use any personal information you provide us via the Website or as part of your Submission for the purposes of administering the Geovation Challenge (which shall include providing your personal information to any third parties where necessary to organise and administer your attendance at the Geovation Bootcamp), for use in relation to the Geovation Challenge, in accordance with our Privacy Policy.
8.3 Exceptionally, if in the reasonable opinion of the Judging Panel the entries are of insufficient quality or number to sustain the Geovation Challenge, or if events outside our control prevent us from offering the Awards, we reserve the right not to make any or all Awards and to cancel the Geovation BootCamp without liability to any Entrant.
8.4 You should save a copy of your Submission for your own records. We are not liable for the safekeeping of any content you post online.
8.5 To the maximum extent permitted by law, neither we nor any other party involved in the Geovation Challenge, accept liability to any team for any loss or damage arising in relation to the Geovation Challenge.
8.6 Entrants are responsible for all costs and expenses they incur during the course of the Geovation Challenge.
8.7 The Judging Panel may use its discretion in choosing Entrants, Finalists, Selected Finalists and Winners and its decision is final. There is no right of appeal.
8.8 In the event of a dispute, these Competition Terms shall be governed by the laws of England and Wales, and the parties submit to the exclusive jurisdiction of the English courts.
